Call to order: 7:35 p.m.

 

Statement of Compliance:

In compliance with the Open Public Meeting Act, this meeting was noticed as a regular meeting in the February 5, 2009 issue of the Hunterdon County Democrat. Notice of this meeting was sent to the Hunterdon County Democrat, Times of Trenton, Courier News, Star Ledger, and posted on the bulletin board on April 27, 2009. 

 

Approval of Minutes of March 24, 2009

A motion was made by Dave Harding to approve the minutes as written, second by Paul Sterchele. Motion carried. 

 

Open to Public:

Kat Cannelongo opened the meeting to the public.  No public was in attendance. The meeting was closed to the public. 

 

Old Business:

County Projects: Barbara Sageser stated progress has been made and the project should be done shortly. 

First Presentation Ideas:   Kat Cannelongo stated Stephanie Stevens from NJ Cultural Heritage will speak at the upcoming presentation on history of houses.   The date for the presentation is scheduled for May 17, 2009 at 3:00 p.m., at the Municipal Building. Dave Harding stated articles were written in the VIP and the newspapers. 

Wertsville Road projects:  (Refer to minutes January 27 and February 24, 2009, March 24, 2009). Frances Gavigan made the following report:

·       Construction on Werstville Road in 2009 is unlikely.

·       In response to County Engineer’s John Glenn’s request, she had e-mailed Gail Glashoff for a list of trails and crossings within the township.

HPC members discussed re-built bridge at Weilizowitz Road along Manners Rd; noting the shoulders were 2 ft. on one side and 4 ft. on the other; not 4 ft. on both sides as proposed by the County as a minimum requirement for safety issues. After a brief discussion and review of color selections for the color of the Totten stone façade, Frances Gavigan made a motion to approve a natural color which is compatible with the County’s preference, second by Jennifer Floyd.  Motion carried. 

Design Awards:   Kat Cannelongo stated to date there have been no entries for the Second Annual Preservation & Design Award.  The current deadline of May 30, 2009 could be extended, if necessary.  HPC briefly discussed: 

  • inviting architectural or design firms
  • nomination of  Seramba property on John Ringoes Road, a restored barn and house on 15 acres with gardens

New Business:

Clawson House Update:  Kat Cannelongo stated she spoke with Glenn Suponis from NJ Historic Trust for advice in order to resubmit the grant application.  He advised EA was close to the top of the list and offered the following recommendations:

·       Pella windows and vinyl siding recommended were a problem. Wherever possible, use natural materials.  A suggestion was made by Barbara Sageser to check if a ‘Kolbe’ product can be used.

·       Period or reproduction materials must be used.   

·       Documentation is required with more details geared toward a historic restoration approach included in the drawings.   

·       Public benefits need to be clearly identified; how will the space be used - as a Community Center, museum space, place for exhibits?

·       Hire a curator for the museum.  

Kat Cannelongo stated she will meet with the Mayor and members from the Township Committee to present the issues and discuss funding. 

 

Frances Gavigan stated reallocation of historic funding was discussed at the Freeholder’s meeting she attended.  In 2010 local municipality owned buildings are eligible for brick and mortar type grants-this could be used for the Clawson House.  Since there is a lot of competition for money, she has requested forms from Kevin Richardson in order to start the work early. 

 

Storage Unit:  Kat Cannelongo stated the boxes must be out of the storage unit by May 31st.  Members from HPC volunteered to meet on May 13, Wednesday at 12:00 p.m. at the storage unit to help unload the boxes and bring them to the Municipal Building basement area. 

 Correspondence:

·       Memo to Historic Preservation Committee Chair dated March 27, 2009 from Terri Stahl, Municipal Clerk:  Kat Cannelongo read the memo thanking the Committee for all the work done in applying for SHPO grant for the Clawson House. 

·       Letter dated April 7, 2009 from DOT announcing acceptance of applications for the Transportation Enhancement Program.  The program provides communities with funding for non traditional transportation projects that enhance cultural, aesthetic, historic and environmental aspects of the State’s transportation system.  A copy of the letter will be e-mailed to HPC members for their comment and review. 

·       Application to build barn:  36 BackBrook Road.  After a brief review of the property, HPC members decided they have no jurisdiction in the matter, since the property  has no historical significance

Approval of Bills:   Martha Pittore-    March hours total 4.5@ $12.84= $57.78.  A Motion was made by Jennie Floyd to approve the bill, second by Frances Gavigan.  Motion carried.

The next regular meeting will be held on Tuesday, May 26, 2009, at 7:30 at the East Amwell Municipal Building,
